  (I) Development

  The Telecommunication and Information Services Consulting Center of China Academy of Telecommunication Research (CATR) of the Ministry of Information Industry (MII, predecessor of the current MIIT) was established in May 1999 in accordance with the former MII No. [1999] 310 document. Following the establishment of the Ministry of Industry and Information Technology (MIIT) in 2008, it was renamed to the Telecommunication and Information Services Consulting Center of CATR of the MIIT, and again renamed to the ICT Services Handling Center of China Academy of Information and Communications Technology (CAICT) (hereinafter referred to as the Center) in 2016 based on the MIIT No. [2016] 149 document. In terms of businesses, the Center is under the direct leadership of the Information and Communications Administration and the Information and Communications Development Department of the MIIT.

  (II) Main Responsibilities  

  According to the regulation on the main responsibilities of CAICT in the MIIT No. [2016] 149 document and the expansion and changes of the Center services, its main responsibilities include:

  (1)Undertaking the pre-handling and pre-review of the four administrative permissions (telecom services operation license, code-number resources management, domain-name service management, and foreign invested telecom services operation approval); 

  (2) Responsible for the annual reports on the national telecom services operation licenses and code-number resources;

  (3) Assisting the policy studies on telecom services operation license, code-number resources management, domain-name service management, and foreign invested telecom services operation, as well as the post-license supervision and corporate reputation management of the licensed companies;

  (4) Building, operating and maintaining the general management information system of the national telecom services market.

  (III) Organizational Structure

  The Center now has 6 departments, including the Licenses Management Department, the Code-Number Management Department, the Regulation Support Department, the Technical Support Department, the Domain-Name Management Department, and the Foreign Investment Management Department. In 2010, the Value-Added Services Specialized Committee of China Association of Communications Enterprises (CACE) was affiliated to CATR. At present, the Center has 34 staff, including 3 doctors, 18 masters and 13 bachelors. Among them, 18 are CPC members.

  (IV) Commitments

  In order to better practice the development orientation as “a Specialized Think-Tank for the Government, an Innovation and Development Platform for the Industry”, and promote the development of the four administrative permissions work (“trans-regional telecom services operation license”, “resources allocation of the national communications network”, “Internet domain-name service management”, and “foreign-invested telecom service operation approval”) and improve the service quality, the Center, based on the “user-centered”concept, is publicly and seriously committed to:

  (1)strictly abiding by Party disciplines, state laws, industrial rules, and the regulations of CAICT;

  (2) strictly implementing the rules of “Provisions on Administration of Telecommunications Services Operation Licenses”, “Telecommunications Network Code-Number Resources Management Policy”, “CNNIC Domain Name Dispute Resolution Policy”, and “ProvisionsonAdministrationofForeign-InvestedTelecommunicationsEnterprises”, and earnestly fulfilling its duties in accordance with the principle of “passionate, rigorous, honest and efficient”.
